THE TAP ELECTORAL & HUMAN RIGHTS MONITOR – Monitoring Electoral Integrity, Human Rights and Democratic Governance in Nigeria

EDITOR’S NOTE

The seventh edition tracks reported developments between 23 and 28 September 2026 with implications for human rights, electoral participation and democratic governance. The reporting period brings together electoral-security concerns, political participation, conditions in custodial facilities, community security, governance and welfare concerns, environmental displacement and a significant development in electoral law.

EXECUTIVE SUMMARY

The period is marked by growing attention to the practical conditions for the 2027 elections. Reports concerning insecurity, vote-buying, election logistics and funding highlight issues that can affect both the administration of elections and citizens’ ability to participate. The INEC Chairman’s reported warning against the use of young people for violence also places peaceful political participation and the protection of young people within the electoral conversation. The Monitor also records developments outside election administration that have direct human-rights implications. The reported cholera deaths at a Kano custodial centre, alleged attacks on Plateau communities, inadequate learning conditions in Niger State and flooding and erosion in Anambra all concern the safety, dignity and welfare of affected communities. The reported Supreme Court judgment restoring specified provisions of the Electoral Act is also relevant to the legal framework for political parties and elections. The questions remain concerning the application of the restored provisions to primaries already concluded.
